The Ministry of Statistics and Programme Implementation (MoSPI) has recently completed a pilot study to prepare for the Annual Survey of Services Sector Enterprises (ASSSE). This initiative is designed to collect essential data from India’s incorporated services sector and sets the groundwork for a full-scale survey expected to commence in January 2026. By using data from the Goods and Services Tax Network (GSTN), the survey aims to bridge a crucial information gap in understanding the role of the formal service sector in economic growth and job creation.
Purpose Of Pilot Study
The primary aim of this trial phase was to evaluate the survey’s operational framework, including how well businesses responded and how clearly the instructions were understood. It also tested the viability of using GSTN records as a base for sample selection and assessed the relevance of the survey questionnaire, along with the availability of the required data from enterprise records.
Survey Methodology And Structure
The pilot was executed in two distinct phases:
Phase I (May to August 2024): Involved verifying and updating data from 10,005 enterprises.
Phase II (November 2024 to January 2025): Focused on 5,020 enterprises, selected for more detailed data collection.
To ensure efficient and accurate data gathering, the survey used Computer-Assisted Personal Interviewing (CAPI) technology.
Highlights Of Findings
Private Limited Companies made up the majority at 82.40% of the surveyed firms.
Both Public Limited Companies and Limited Liability Partnerships each represented around 8% of the sample.
Larger firms defined as those with annual output over Rupees 500 crore led in asset ownership and value addition but employed fewer people compared to smaller enterprises.
Employment And Wage Insights
Smaller firms, with output below Rupees 500 crore, contributed to 63.03% of total employment and were responsible for 36.84% of total employee compensation. This indicates that smaller enterprises are key players in employment generation. Additionally, the Trade sector stood out with the highest number of businesses reporting additional operational sites.
Operational Challenges
Some difficulties emerged, particularly in obtaining data from firms based in different states than where the data collection was taking place. Retrieving details from centralized enterprise records required additional coordination. However, the majority of enterprises responded positively and provided the necessary information to support the study.
Conclusion
This pilot study represents a significant step forward in strengthening India's data infrastructure for the service sector. The insights gathered will help fine-tune the final survey and ensure better data quality when the nationwide ASSSE initiative launches in 2026.
