The Ministry of Jal Shakti has reported a significant improvement in the use of funds allocated for various water resource initiatives during the fiscal year 2024–2025. By the close of March 2025, nearly the entire central allocation had been utilised, reflecting better financial management and stronger collaboration with state governments.

The central government had earmarked Rupees 13,431.48 crore for Centrally Sponsored Schemes (CSS). Of this, Rupees 13,216.34 crore was expended, resulting in a utilisation rate of 98.39%. Meanwhile, for Central Sector schemes, Rupees 5,376.73 crore was spent from the allocated Rupees 6,573.73 crore, yielding a comparatively lower utilisation rate of 81.79%.
Improvement Over Previous Year
In comparison, only 49.45% of CSS funds were utilised in FY 2023–2024. Total CSS expenditure rose sharply to Rupees 15,804.73 crore in FY 2024–2025, up from Rupees 10,059.15 crore in the previous year. This jump signals a notable increase in the pace of project implementation.
Key Drivers Behind Higher Utilisation
Officials credit the improved fund usage to better fund release processes and closer coordination between the Centre and state governments. Transfers to states grew from Rupees 2,902.73 crore in FY 2023–2024 to Rupees 4,756.48 crore in FY 2024–2025, showing increased cooperation and quicker fund mobilisation at the state level.
Reduction In Idle Balances
There has been a noticeable drop in unutilised balances in State Nodal Agency (SNA) accounts. CSS balances reduced from Rupees 2,404.98 crore to Rupees 1,347.38 crore, and Central Sector scheme balances declined from Rupees 1,293.50 crore to Rupees 608.63 crore. This suggests more efficient and timely fund deployment.
Persistent Issues And Data Challenges
Despite the positive progress, minor data inconsistencies remain due to delays in reporting by banks and state treasuries. Notably, a negative expenditure figure of Rupees 849.06 crore was recorded for a few months in FY 2023–2024, likely due to adjustments during financial reconciliations.
Outlook For Future
Funding for CSS increased significantly to Rupees 19,984.59 crore in FY 2024–2025, compared to Rupees 11,182.09 crore in the prior year. This points to a sustained commitment to enhancing water resource infrastructure, particularly for projects related to river basin development and the Ganga rejuvenation mission. The trend reflects a strategic push towards timely and efficient execution of water-related schemes across the country.
