In 2023, during the COP28 climate summit held in Dubai, the Brazilian government unveiled a significant climate initiative known as the Tropical Forest Forever Facility (TFFF). This program is designed to financially reward tropical countries for conserving and restoring their forests, with funding linked to satellite-verified preservation data. While the initiative has been welcomed in climate diplomacy circles, it has also drawn criticism from environmental and indigenous groups.

The TFFF seeks to provide long-term monetary incentives to nations that maintain or regenerate their tropical forests. It proposes a fixed yearly payment for each hectare of preserved forest. Brazil, Indonesia, and the Democratic Republic of the Congo—nations that together contain over half of the world’s rainforests are central to the plan. The initiative’s full rollout, including two distinct versions of the facility, is scheduled around COP30, which will be hosted in Belem, Brazil.
Growing Concerns Among Stakeholders
The Global Forest Coalition (GFC) and other grassroots organizations have raised multiple concerns about the TFFF's structure and impact. Critics argue that the initiative risks commodifying forests, viewing them only in terms of the services they provide, rather than their cultural or ecological importance. Questions have also been raised about transparency—particularly who the financiers are, and how much say indigenous communities will have in managing and benefiting from the project. Another key concern is the possibility of declining payments in the event of reduced investment returns.
Funding Model And Distribution
The TFFF targets an annual payout capacity of $4 billion, with funds sourced from a larger investment pool of roughly $125 billion. However, doubts have been raised about the long-term viability of such a large financial structure, especially regarding how it would respond to global economic instability. According to GFC, only about 20% of the funding is expected to reach local communities, raising fears that the core custodians of these forests may receive inadequate support.
Debate On Commodification Of Nature
Critics argue that assigning a market value to natural ecosystems diminishes their true worth. The GFC contends that this market-driven model oversimplifies the complex ecological role of forests such as biodiversity protection and carbon absorption by reducing them to financial figures. They advocate for a conservation approach that respects the intrinsic value of nature rather than treating it as a tradable commodity.
Proposing Alternatives
To better support tropical forest protection, the GFC suggests alternative financial strategies. These include diverting a fraction of national military budgets or levying taxes on fossil fuel revenues. Such measures, they argue, could raise more funds than the TFFF while also signaling a greater global commitment to environmental sustainability.
