Historical Background
The concept of a dedicated security committee dates back to 1947, shortly after India gained independence.
It was established under the leadership of Prime Minister Jawaharlal Nehru, at a time when India faced pressing challenges along its borders, especially during the Indo-Pak War of 1947–48.
Nehru, along with Home Minister Sardar Vallabhbhai Patel and Defence Minister Baldev Singh, held emergency meetings to assess security threats.
However, the modern structure of the CCS, as it is recognized today, was formalized only after the 1999 Kargil War. The war exposed critical gaps in India’s defence and security apparatus, prompting the creation of a more formalized and powerful security decision-making body.

Composition Of CCS
The Prime Minister of India chairs the Cabinet Committee on Security.
The key members include: Union Minister of Defence, Union Minister of Home Affairs, Union Minister of Finance, Union Minister of External Affairs
The National Security Advisor (NSA) plays a vital role, acting as the principal coordinator and advisor on issues discussed within the CCS framework.
Depending on the nature of the discussion, other senior ministers or officials may be invited as special invitees.
The Cabinet Secretariat is responsible for maintaining detailed records of all CCS meetings and their resolutions.
Functions and Responsibilities
The CCS oversees and makes critical decisions on a wide range of security-related issues, including:
Formulation of defence policies
Strategic intelligence gathering and evaluation
Nuclear energy policy and strategic space initiatives
Management of internal security, counterterrorism efforts, and border security
Appointment of key figures in national security institutions such as the Chiefs of Defence Staff, National Security Advisor, and heads of intelligence agencies
Coordination of India's responses to major external threats and internal insurgencies
The CCS also plays a key role during wartime situations or major international crises, ensuring swift and unified action by the Government of India.
