About River Cities Alliance (RCA)
The River Cities Alliance (RCA) is an initiative designed to advance sustainable river management in urban areas across India. Established in 2021, the alliance is a collaborative effort between the Ministry of Jal Shakti and the Ministry of Housing and Urban Affairs. The RCA currently includes 145 cities and focuses on integrating river-sensitive urban planning into city development processes.
Objectives Of River Cities Alliance (RCA)
The primary objective of the RCA is to promote sustainable, river-centric urban development. The initiative aims to enhance knowledge sharing among member cities and support the adoption of best practices in urban river management. Additionally, the RCA facilitates collaborative efforts between cities to address common challenges related to managing rivers.
Key Components Of RCA
The RCA focuses on three core areas:
Networking – Fostering connections between cities to share experiences and strategies for effective river management.
Capacity Building – Providing training and resources to local authorities to strengthen governance in river-sensitive urban planning.
Technical Support – Offering expert guidance and tools to improve urban river management practices.
Urban River Management Plans (URMPs)
The Urban River Management Plans (URMPs) are central to the RCA’s strategy. First introduced in 2020, these plans ensure that the environmental, economic, and social aspects of river management are integrated into urban planning. Five cities have already developed their URMPs, setting an example for others to follow. The goal is to implement 60 URMPs across India in the coming years.
Capacity-Building And Training Initiatives
The RCA has developed a detailed annual master plan focused on capacity-building. This includes various training programs for Urban Local Bodies (ULBs), aimed at improving governance related to river-sensitive urban development. Special training sessions will be organized by the NMCG for cities in states like Tamil Nadu, among others. These programs are designed to help cities implement the URMP framework effectively.
Promoting Knowledge Exchange And Best Practices
To facilitate the exchange of knowledge, the RCA plans to host important events such as DHARA, a basin-level conference. The initiative will also organize exposure visits to cities like Udaipur and Hyderabad, showcasing successful river management practices. Moreover, weekly case studies will document best practices, and public awareness campaigns will focus on raising consciousness about the importance of river conservation.
Financial And Technical Support For Cities
The RCA will offer financial advisory services to cities, helping them secure funding for river management projects. In addition, the NMCG will benchmark cities based on their performance in urban river management. These benchmarks will guide improvements and encourage accountability within the alliance.
Governance And Institutional Framework
The NMCG plays a central role in leading the RCA, with Steering Committees established in various states to oversee the implementation of URMPs. This initiative is in line with the Prime Minister’s vision for sustainable urban development. The URMP for Delhi will focus on redefining the city’s rivers as vital ecosystems, aligning with broader goals of environmental sustainability.
