The Yeshasvini health scheme in Karnataka is set to undergo significant changes following recommendations from an expert committee. The committee has suggested a substantial increase in rates for medical procedures to improve healthcare accessibility for rural residents. These recommendations were submitted to Chief Minister Siddaramaiah and propose up to a 50% increase for more complex procedures.
Background
Introduced in 2003, the Yeshasvini scheme is a health insurance program aimed at providing affordable medical care to low- and middle-income residents of Karnataka. In 2018, the scheme merged with other healthcare initiatives under Arogya Karnataka to streamline its operations. However, following pressure from stakeholders, it was relaunched in 2022-2023 to better serve its beneficiaries.
Recent Recommendations
Over the course of six months, an expert committee analyzed the rates for 2,128 medical procedures. They have proposed a rate increase of 15% to 25% for most treatments, with a more significant 50% increase recommended for complex procedures such as pediatric heart surgeries and cancer treatments. Additionally, six outdated procedures have been removed from the list, while 69 new procedures have been added.
Financial Implications
The proposed changes are expected to affect the financial structure of the scheme. It offers rural beneficiaries cashless treatment up to Rupees 5 lakh per year with a minimal contribution. Urban beneficiaries receive similar benefits, though at higher fees. The committee forecasts that over 75,000 beneficiaries will make use of the scheme in the coming financial year, with an estimated cost of Rupees 127.5 crore.
Current Enrollment And Hospital Participation
As of March 2025, approximately 45.6 lakh individuals are enrolled in the Yeshasvini scheme. Despite the low rates set in 2017-2018, only 782 hospitals are currently participating in the initiative. The proposed rate increases aim to encourage more hospitals to join the scheme.
Future Prospects
The expert committee has also recommended that the government allocate an additional Rupees 40 crore to support the changes. This funding would be used to cover the increased costs of treatments and the addition of new procedures. The primary goal remains to improve healthcare access for rural populations and ensure greater participation from hospitals in the program.
