With reductions in funding from global bodies like the U.S. Agency for International Development, regional funding mechanisms are gaining increased importance. Among these, the SAARC Development Fund (SDF) has emerged as a key driver of financial cooperation in South Asia. Established in 2005, the SDF supports initiatives among member states including Afghanistan, Bangladesh, Bhutan, Maldives, Nepal, Pakistan, and Sri Lanka, backed by an authorized fund of $1.5 billion and a capital base of $672 million.
Evolution And Foundation Of SDF
The SDF evolved from the earlier South Asian Development Fund (SADF), with the goal of improving regional project execution and reducing fragmentation in sector-specific financing. During the Thirteenth SAARC Summit in 2005, the fund was formally restructured and officially launched in 2010. It was designed to function as a consolidated funding source for various SAARC-driven development projects.

Economic Window - Supports non-infrastructure-based initiatives like trade enhancement, industrial growth, and agricultural advancement. A significant recent move includes the launch of a dedicated MSME funding scheme to foster regional entrepreneurship and small business growth.
Infrastructure Window - Funds large-scale projects in energy, transport, and communication sectors, aiming to improve interconnectivity and support regional logistics and economic networks.
Challenges In Regional Cooperation
Despite its strong foundation, the SDF's progress has been hindered by political tensions particularly between India and Pakistan. The absence of a SAARC summit since 2014 has slowed collaborative policy-making. However, experts believe that by shifting its focus more heavily toward infrastructure development, the SDF can still significantly enhance regional integration and connectivity.
Governance Framework
The SDF is managed by a Governing Council, made up of the Finance Ministers from SAARC nations. Its Board of Directors includes top officials from the member countries’ finance departments, along with the Secretary General of the SAARC Secretariat. This ensures strategic alignment with regional priorities and development objectives.
