In a major step toward strengthening healthcare services, the Odisha government has launched a comprehensive health insurance scheme by integrating the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) with its own Gopabandhu Jan Arogya Yojana (GJAY). This strategic merger aims to ensure extensive and equitable health coverage for the state’s residents.
Background And Rationale
Odisha had previously chosen not to adopt the central Ayushman Bharat scheme, citing the effectiveness of its homegrown GJAY. However, during the 2024 general elections, the Bharatiya Janata Party (BJP) highlighted the non-implementation of Ayushman Bharat as a key electoral issue. Responding to this, the current government has now merged the two schemes to provide better healthcare access and streamline benefits.
Core Objectives Of Scheme
The unified scheme is designed to benefit around 3.5 crore citizens from over 1 crore families in Odisha. Under the plan, each eligible household will receive up to Rupees 5 lakh in annual health insurance coverage. Additionally, women beneficiaries are entitled to an extra Rupees 5 lakh, promoting greater gender inclusivity in healthcare access.
Support For Senior Citizens
A major highlight of the program is the introduction of the Ayushman Vayo-Vandana Card, aimed at senior citizens aged 70 and above. This card guarantees health coverage of Rupees 5 lakh for the elderly. Moreover, families with senior members may receive total coverage of up to Rupees 15 lakh, ensuring comprehensive protection for multi-generational households.
Enhanced Access Through Cashless Services
The revamped scheme enables beneficiaries to avail cashless medical treatment at more than 29,000 empanelled hospitals across India. This is a significant upgrade from the earlier network of just 900 hospitals, greatly improving the accessibility and reach of quality healthcare facilities.
Funding And Government Commitment
To ensure effective rollout and long-term viability, the Odisha state cabinet has committed Rupees 27,019 crore over five years toward the implementation of this health insurance initiative. The funding will support both the state and central components of the scheme, reinforcing Odisha's dedication to improving public health infrastructure.
