Description
The Government of India has greenlit the Modernisation of Command Area Development and Water Management (M-CADWM) scheme under the broader framework of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). Set to be rolled out during the 2025-2026 financial year, the initiative has been allocated an initial budget of Rupees 1,600 crore to revamp irrigation infrastructure and improve water distribution systems nationwide.
Key Objectives Of M-CADWM Initiative
The core aim of M-CADWM is to upgrade and modernise existing irrigation systems, with a specific focus on boosting water-use efficiency. Targeting small and marginal farmers, the scheme is designed to ensure reliable and equitable water delivery to agricultural fields through technologically enhanced supply networks.
Integration Of Advanced Technology
The scheme leverages modern technologies such as SCADA (Supervisory Control and Data Acquisition) and the Internet of Things (IoT) to streamline water management. These tools will aid in real-time monitoring and control, ensuring optimal utilisation of water resources and helping farmers achieve greater efficiency in irrigation.
Infrastructure Upgrades And Last-Mile Connectivity
One of the major features of the scheme is the development of underground pressurised piped irrigation systems, enabling water supply up to 1-hectare fields. This infrastructure supports the adoption of micro-irrigation techniques, contributing to water conservation and increased crop productivity.
Empowering Water User Societies (WUS)
The scheme promotes community-led water governance by transferring irrigation management responsibilities to Water User Societies (WUS) under the Irrigation Management Transfer (IMT) framework. These groups will be supported for five years and encouraged to partner with Farmer Producer Organisations (FPOs) and Primary Agricultural Cooperative Societies (PACS) to strengthen grassroots implementation.
Encouraging Sustainable And Smart Farming Practices
By advancing water delivery mechanisms and promoting efficient irrigation methods, M-CADWM aims to support eco-friendly farming. It is expected to improve overall agricultural output and sustainability, aligning with long-term food security and environmental goals.
Engaging Youth In Agriculture
With the inclusion of smart technologies and modern practices, the scheme also aims to attract younger generations to farming. By offering advanced tools and systems, it opens up opportunities for innovation and entrepreneurship in agriculture.
Pilot Implementation And Future Expansion
The initial phase will roll out as pilot projects at 78 locations, impacting nearly 80,000 farmers across diverse agro-climatic regions. Insights from these pilot runs will inform the development of a National Plan for Command Area Development and Water Management, scheduled for launch in April 2026.
