Description

In a significant move towards advancing cooperative education in India, the Lok Sabha has recently approved the Tribhuvan Sahkari University Bill, 2025. The bill paves the way for the country’s first national-level cooperative university, to be set up at the Institute of Rural Management Anand (IRMA) in Gujarat. This institution will focus on strengthening education, research, and skill development within the cooperative sector across the nation.

Objectives And Framework

The newly proposed university will act as a central platform for cooperative learning and capacity building. It will affiliate cooperative training institutions from different states, enabling them to function as constituent colleges. The university will provide a variety of academic programs, including diplomas, degrees, and doctoral courses. It is estimated that approximately 8 lakh individuals will receive certifications each year through this initiative.

Historical Relevance

Named after Tribhuvandas Kishibhai Patel, the founder of Amul and a key figure in India's cooperative movement, the university pays tribute to his legacy. Patel’s cooperative model revolutionized India’s dairy sector and uplifted rural livelihoods. The success story of Amul continues to be a shining example of the power of cooperative societies in transforming local economies.

Economic Benefits And Employment Opportunities

The establishment of this university is expected to expand employment prospects, particularly within rural areas. Currently, appointments in cooperatives often occur informally within close networks. By introducing structured education in cooperative management, the university aims to professionalize the sector and cultivate skilled human resources. This step is likely to contribute to the development of a more resilient cooperative economy.

Funding And Upcoming Initiatives

The government has committed an investment of Rupees 10,000 crore to support the cooperative dairy sector. This investment will encourage the growth of a circular economy by providing essential services such as fodder supply and veterinary care. Additionally, plans are in motion to establish a cooperative insurance firm and launch the ‘Sahkar Taxi’ project, envisioned as a cooperative-based ride-sharing service.

Concerns And Criticism

Despite the bill’s approval, some opposition parties voiced concerns regarding the choice of Gujarat as the university's location, suggesting that states with more established cooperative systems might have been more suitable. Additionally, there are apprehensions about bureaucratic hurdles that could affect the university’s governance and efficiency.

Strengthening Cooperative Education

The university is expected to address gaps in the current cooperative education infrastructure by bringing together 284 training centres under a unified framework. It aims to expand long-term programs and elevate the quality of training provided across India.

Vision For Future

Tribhuvan Sahkari University is aligned with the government’s ‘Sahkar Se Samriddhi’ (Prosperity through Cooperation) vision. It aims to create a skilled workforce for sectors such as dairy, fisheries, and banking while empowering rural economies. The university will also work towards establishing centres of excellence to lead innovation and best practices in cooperative education.
