India has significantly expanded its social protection coverage, with efforts led by the Ministry of Labour and Employment in partnership with the International Labour Organization (ILO). A nationwide data-pooling initiative has been launched to improve insights into social security benefits. Recent estimates indicate that approximately 65% of the Indian population, or around 92 crore individuals, receive at least one form of social protection.
Nationwide Social Protection Data Initiative
The data-pooling project, which commenced on March 19, 2025, aims to consolidate data from various central schemes, including the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Employees’ Provident Fund (EPF), and Employees’ State Insurance (ESI). Over 200 crore records have been processed using encrypted Aadhaar data as a unique identifier. This initiative is designed to help eliminate duplicate beneficiaries and optimize the allocation of welfare resources.
Social Security Coverage Growth
According to the ILO’s World Social Protection Report 2024-26, India has witnessed substantial growth in social security coverage. The proportion of individuals receiving some form of social protection increased from 24.4% in 2021 to 48.8% in 2024, encompassing both financial aid and in-kind assistance. However, the report’s estimates might not fully capture all beneficiaries, particularly those receiving food security and housing benefits.
Collaboration With State Governments
To enhance data accuracy, the Ministry is working closely with state governments. Labour Departments in different states play a key role in collecting and integrating local data. The initial phase of the project includes collaboration with Uttar Pradesh, Rajasthan, Maharashtra, Madhya Pradesh, Tamil Nadu, Odisha, Andhra Pradesh, Telangana, Karnataka, and Gujarat.

The data consolidation effort is expected to strengthen India’s position as a leader in social security initiatives. By identifying unique beneficiaries, both central and state governments can improve the efficiency of welfare programs. Additionally, accurate data collection will bolster India’s standing in global trade and social security discussions.
Expansion Of Employees State Insurance Scheme
A recent development in social security expansion is the extension of the Employees’ State Insurance (ESI) Scheme in Uttar Pradesh. Coverage has been extended to 15 more districts, raising the total to 74 out of 75 districts in the state. This move marks a major step in ensuring better social security provisions for workers.
