Description

The Indian Navy is preparing for a maritime exercise named AIKEYME, designed to bolster defense cooperation with several African countries. This initiative aligns with Prime Minister Narendra Modi’s MAHASAGAR vision, which focuses on regional security and economic growth. The exercise will be held off the coast of Dar-es-Salaam, Tanzania, and will be jointly hosted by the Indian Navy and the Tanzania Peoples Defence Force.

Overview Of AIKEYME

AIKEYME, short for Africa-India Key Maritime Engagement, is structured to enhance maritime security and interoperability among participating nations. The exercise will involve ten African countries, namely Tanzania, Comoros, Djibouti, Eritrea, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, and South Africa.

Key Objectives

The primary aim of AIKEYME is to address maritime security concerns such as piracy, illegal fishing, and unauthorized activities in regional waters. The exercise will also encourage collaboration in surveillance and information-sharing while strengthening the capabilities of African navies.

Exercise Structure

The AIKEYME exercise will span six days and will be divided into two phases:

  • Harbour Phase – This stage will include tabletop exercises focused on piracy response and intelligence-sharing. Additional training sessions will cover seamanship techniques and Visit Board Search and Seizure (VBSS) operations.

  • Sea Phase – This phase will feature seamanship drills, search and rescue missions, small-arms training, and helicopter-based operations to enhance practical maritime skills.

Indian Ocean Ship (IOS) Sagar Initiative

Parallel to AIKEYME, the Indian Navy has introduced the Indian Ocean Ship (IOS) Sagar programme. Under this initiative, the INS Sunayna will be stationed in the southwest Indian Ocean with a joint crew from India and nine African nations. This initiative will improve joint operational readiness and enhance defense cooperation.

Capacity Building And Training

To further strengthen collaboration, personnel from nine African nations will receive two weeks of specialized training at naval institutions in Kochi. This training will equip them with the necessary skills to operate effectively aboard INS Sunayna and participate in AIKEYME.

Strategic Significance

AIKEYME and IOS Sagar highlight India’s commitment to strengthening security partnerships in the Indian Ocean Region. These initiatives serve to counter growing geopolitical influences, particularly China’s expanding footprint in Africa, while addressing security threats such as piracy and militant activity from groups like the Houthi rebels.
