Telangana has made significant strides in the Shyama Prasad Mukherji Rurban Mission (SPMRM), securing the fourth position in India with a score of 91.87 as of January 25, 2025. This initiative, launched by the Government of India, aims to develop 300 village clusters, fostering a balance between rural and urban development while preserving the essence of rural life.

Overview Of SPMRM

The Shyama Prasad Mukherji Rurban Mission focuses on enhancing rural regions by integrating urban-like infrastructure and services. Implemented across 34 states and union territories, the mission seeks to improve economic growth and living standards through well-planned Rurban clusters. Telangana has actively participated in this mission, contributing 17 clusters with a total investment of ?1885.11 crores.

Funding Structure

The mission is funded primarily through convergence with existing government schemes, accounting for at least 70% of the total investment. Additionally, the Ministry of Rural Development provides Critical Gap Funding (CGF), covering up to 30% of the required funds. Maximum financial allocations are:

• Rupees 30 crores for non-tribal clusters

• Rupees 15 crores for tribal clusters

Features Of Rurban Clusters

A Rurban cluster consists of geographically connected villages, designed around growth centers such as large villages or block headquarters. The population criteria for these clusters are:

• 25,000 to 50,000 in plain areas

• 5,000 to 15,000 in hilly or tribal regions

These clusters serve as hubs for economic transformation by integrating infrastructure, employment opportunities, and essential services.

Key Development Areas

The mission prioritizes agriculture, tourism, animal husbandry, and fisheries, alongside essential amenities such as:

• Skill development centers

• Healthcare facilities

• Modernized schools

• Sanitation and waste management systems

• Piped water supply

• Digital citizen service centers

With 833 million people (about 68% of India’s population) residing in rural areas, village clusters present immense potential for economic growth and development.
