As India prepares for another sweltering summer, the National Disaster Management Authority (NDMA) is set to implement an additional 300 Heat Action Plans (HAPs) across various cities. These initiatives aim to address the escalating heatwaves, which have already started earlier this year, with temperatures exceeding 40°C in many regions. The India Meteorological Department (IMD) predicts even higher temperatures in the coming weeks, particularly in Northwest India.

About Heat Action Plans (HAPs)

Heat Action Plans (HAPs) are strategic frameworks created by governments to mitigate the effects of extreme heat events. These plans provide detailed guidelines for cities and states to prepare for, respond to, and recover from heat-related challenges. HAPs typically include emergency response procedures, long-term preparedness strategies, and initiatives aimed at cooling affected areas.

Progress Of Implementation

Currently, India has developed around 200 HAPs, but the NDMA plans to expand this number to 500 to cover more cities and states. This initiative is critical as many regions in India still rely on basic advisory measures to prevent heat-related health risks. The NDMA is focused on ensuring that the plans are practical and actionable, rather than just theoretical.

Impact On Public Health And Infrastructure

Extreme heat has significant consequences for both public health and infrastructure. Although heatwave-related fatalities have declined due to advancements in weather forecasting, the economic burden of heat stress continues to be substantial. With 85% of India’s workforce employed in the informal sector, industries such as agriculture and construction are particularly vulnerable to the adverse effects of high temperatures.

Global Context And Economic Risks

Globally, over 70% of the workforce is at risk due to extreme heat, leading to millions of injuries and fatalities each year. Climate change is projected to cost India around 2.8% of its GDP by 2050, severely impacting the living standards of up to half of the country's population. Additionally, by 2030, heat stress could result in significant job losses, with around 34 million jobs at risk due to increasing temperatures.

Government Initiatives And Financial Support

To combat the growing threat of extreme heat, the Government of India has allocated $30 billion for disaster management efforts between 2021 and 2026, with $6 billion specifically reserved for mitigation projects. This funding will support both heat management strategies and earthquake preparedness. These investments are crucial for building resilience against climate-related challenges and minimizing the risks posed by extreme temperatures.
