The 14th ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus) Experts Working Group (EWG) on Counter-Terrorism will be held in New Delhi on March 19-20, 2025. India and Malaysia will co-chair the event, marking the first time India has taken up the role of co-chairing the EWG on Counter-Terrorism.

Overview Of ADMM-Plus

The ADMM-Plus is a vital security platform comprising ASEAN member countries and eight of its dialogue partners. Established in 2010, its primary goal is to strengthen security cooperation in the Asia-Pacific region, fostering peace and stability through dialogue and collaboration. The platform focuses on seven key areas of cooperation:

• Counter-Terrorism

• Maritime Security

• Humanitarian Assistance & Disaster Management

• Peacekeeping Operations

• Military Medicine

• Humanitarian Mine Action

• Cyber Security

Role of Experts Working Groups (EWGs)

Each EWG is co-chaired for a three-year term by one ASEAN country and one dialogue partner. The co-chairs are responsible for setting the agenda, defining policies, and outlining goals for the duration of the cycle. The EWGs typically hold at least two meetings per year and conduct one practical exercise during the final year of their term.

Participants

The ADMM-Plus includes participation from:

• 10 ASEAN members: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Vietnam, Singapore, and Thailand.

• 8 dialogue partners: Australia, New Zealand, South Korea, Japan, China, the USA, and Russia.

• Other participants include Timor-Leste and the ASEAN Secretariat.

Key Objectives Of ADMM-Plus

The ADMM-Plus aims to strengthen the capacity of ASEAN member states in tackling shared security challenges. Its efforts promote mutual trust, transparency, and cooperation among defense institutions, ultimately contributing to regional peace and stability.

Purpose Of Upcoming Conclave

The primary aim of the upcoming meeting is to enhance counter-terrorism cooperation among member states. It will provide a platform to share experiences and work towards developing a comprehensive framework for joint action. The discussions will also address the evolving security dynamics in the region.

Areas Of Focus For Discussion

The meeting will focus on key areas, including counter-terrorism, maritime security, peacekeeping operations, humanitarian mine action, and cyber security. The Experts Working Group will also work on drafting a strategic action plan for activities spanning from 2024 to 2027.
