The Global Environment Facility (GEF) has already allocated over $3 billion to support biodiversity objectives and leveraged an additional $22 billion, with $1.9 billion coming from private sector investments.

Implementation Of Article 21

Another key focus was the implementation of Article 21 of the CBD, which seeks to establish a permanent financial structure under the authority of the COP, ensuring consistent funding for biodiversity protection. Countries from various regions, including the Asia-Pacific, Latin America, and small island states, advocated for clearer definitions within the agreement. Brazil, representing the BRICS nations, proposed amendments to clarify the sources and mechanisms of these funds.

Launch Of Cali Fund

A landmark achievement of COP16 was the introduction of the Cali Fund, designed to ensure fair sharing of benefits from the use of genetic resource data. Sectors like pharmaceuticals and biotechnology will now be required to share profits derived from genetic data, which will be used to fund biodiversity conservation efforts. Notably, at least 50% of the Cali Fund’s resources will be directed to Indigenous communities, recognizing their vital role in preserving biodiversity.

Strengthened Monitoring And Reporting

Governments also enhanced regulations for tracking and reporting progress on biodiversity conservation goals. The revised KMGBF plan includes standardized methods to assess global advancements. The first global review of biodiversity commitments will take place at COP17, set for 2026 in Armenia, where countries will assess progress towards 2030 targets. Additionally, reports will now reflect input from youth, women, Indigenous communities, and the private sector, ensuring a more inclusive approach to conservation efforts.

With funding commitments and a monitoring framework in place, the next step is turning these pledges into tangible actions. The international community will closely monitor preparations for COP17, where progress on financing and biodiversity conservation will be evaluated.
