Description
The Kerala government has made significant progress in improving healthcare through the introduction of the Karunya Arogya Suraksha Padhathi (KASAP). This comprehensive health protection program is designed to offer extensive coverage to the state's most vulnerable communities. With an additional Rs 300 crore allocated, the total funding for KASAP this financial year has risen to Rs 978.54 crore. The scheme is set to benefit over 64 lakh individuals, with a focus on the poorest 40% of the population.
Objectives Of KASAP
The primary goal of KASAP is to provide an annual health coverage of Rs 5 lakh per family. The scheme benefits around 41.99 lakh families, granting them access to secondary and tertiary healthcare services. It aims to reduce the financial strain caused by medical expenses for low-income households.
Coverage Details
KASAP covers a wide range of hospitalisation expenses for various medical treatments. Beneficiaries can avail of cashless treatment at 197 state-run hospitals, four central hospitals, and 364 private hospitals across Kerala. Additionally, the scheme includes coverage for pre-hospitalisation and post-hospitalisation costs for up to 15 days after discharge.
Integration With Other Health Schemes
KASAP brings together multiple government-sponsored health schemes, such as the Rashtriya Swasthya Bima Yojana (RSBY), Comprehensive Health Insurance Scheme (CHIS), Senior Citizen Health Insurance Scheme (SCHIS), and the Karunya Benevolent Fund (KBF). By merging these programs, KASAP aims to streamline and enhance healthcare services under a unified framework.

KASAP offers several benefits, including coverage for pre-existing medical conditions from the start. There are no restrictions based on family size or age. The scheme covers around 1,573 medical procedures and allows beneficiaries to access treatment at any empanelled hospital across India.
Role Of Karunya Benevolent Fund
The Karunya Benevolent Fund (KBF) offers additional financial support for severe medical conditions, including cancer, kidney disease, and heart ailments. Funded by Kerala's lottery system, KBF complements KASAP by addressing critical healthcare needs of the underprivileged population.
