Several patients with rare diseases across India, including many children, are facing critical challenges due to delays in the implementation of the National Policy for Rare Diseases (NPRD) 2021, according to patient advocacy groups.
About National Policy For Rare Diseases (NPRD) 2021
The Ministry of Health & Family Welfare introduced the National Policy for Rare Diseases (NPRD) in March 2021. As of now, 63 rare diseases are included under this policy, based on recommendations from the Central Technical Committee for Rare Diseases (CTCRD).
Key Features Of NPRD 2021
Disease Categorization - Rare diseases have been divided into three groups:
Group 1 - Disorders treatable with a one-time curative approach.
Group 2 - Diseases that require long-term or lifelong treatment, but are less costly.
Group 3 - Diseases that have available treatments, but challenges exist in selecting the right patients, high costs, and lifelong therapy.
Financial Support - Financial assistance of up to Rupees 50 lakhs per patient is available for treatment at designated Centres of Excellence (CoEs) for Rare Diseases.
Centres of Excellence (CoEs) - So far, 12 CoEs, which are leading government hospitals equipped for the diagnosis, treatment, and prevention of rare diseases, have been identified. Patient treatment begins immediately after registration with these CoEs.
Nidan Kendras - These centers have been set up to provide genetic testing and counseling services.
Tax Exemptions - The Ministry has secured exemptions from GST and Basic Customs Duty on drugs imported for individual use in rare disease treatments, through CoEs.
Research and Development - The Department of Health Research established the National Consortium for Research and Development on Therapeutics for Rare Diseases (NCRDTRD) to streamline research efforts. This includes promoting the development and production of drugs for rare diseases in India, encouraging indigenous manufacturing at affordable prices, and enhancing research on diagnostics and treatments.
