The Pangsau Pass International Festival (PPIF) 2025, hosted in Arunachal Pradesh, highlights the region’s rich cultural heritage and its historical role during World War II. Chief Minister Pema Khandu announced plans to boost tourism by restoring remnants of World War II in Nampong, underlining the festival's role in fostering economic development and cultural exchange. This year’s festival is particularly significant as it marks the 80th anniversary of the end of World War II.

Location and Elevation

Pangsau Pass, also known as Pan Saung Pass, is situated at an elevation of 3,727 feet (1,136 meters) along the India-Myanmar border. It lies on the crest of the Patkai Hills and is part of the historic Ledo Road (Stilwell Road). The pass is named after the nearby village of Pangsau in Myanmar, which is located just 2 km east of the pass.

Geographical Importance

Pangsau Pass is a crucial entry point into Myanmar from the Assam plains. It lies to the southwest of Chaukan Pass, India’s easternmost point, located in Arunachal Pradesh’s Changlang district.

Historical Significance

  • 13th Century - The pass was historically used by the Ahoms, a Shan tribe, to access Assam.

  • British Era - British engineers explored the area for a potential railway route from India to Myitkyina in northern Burma, though no railway was constructed. They also surveyed the Patkai Range for a road linking Assam to northern Burma.

  • World War II - During the war, the Stilwell Road (Ledo Road) was constructed to link British India to Nationalist China in support of the fight against Japanese forces. Pangsau Pass, known as “Hell Pass,” was the first major hurdle on the road due to its steep slopes and muddy conditions. The road connected Ledo in Assam to Pangsau Pass, covering a distance of 61 km (38 miles).

Present Day

  • Pangsau Pass Winter Festival - Held annually since 2007 in Nampong, Arunachal Pradesh, during the third week of January, this festival fosters cultural exchange between Northeast India and Myanmar. The event showcases local traditions, including folk dances (such as Bihu, Bamboo dance, and Tangsa Rongrand War dance), crafts, ethnic foods, and sports, representing the Tangsa Naga tribe and other local communities.

Historical Importance

Nampong is a vital historical site, particularly during World War II, as it served as an important supply route for the Allied forces. Notable locations include the Stilwell Road and the Lake of No Return, both linked to significant wartime events.

  • World War II Cemetery - Discovered by the Assam Rifles in the 1990s, the Jairampur cemetery contains over 1,000 graves, making it the largest World War II cemetery in India. Spanning three acres, the cemetery serves as a powerful reminder of the war’s toll.

Tourism Development

The state government is working to enhance tourism by restoring war-era relics and improving infrastructure and connectivity in the Tirap, Changlang, and Longding districts. These efforts aim to attract more visitors to the region, showcasing its historical significance.

Cross-Border Cultural Exchange

One of the unique aspects of the festival is that visitors can cross into Myanmar without the need for passports, facilitating cultural exchange and trade between the two countries. This cross-border interaction strengthens ties between the communities.

International Participation

The festival draws international participation, with a 150-member delegation from Myanmar attending this year. The event fosters mutual cooperation and cultural exchange, highlighting shared histories and promoting relationships between the neighboring communities.

Memorialization Efforts

As part of the memorialization efforts, a war-era tank has been installed at the entrance of the Jairampur cemetery, symbolizing remembrance. The festival encourages visits to various historical sites, helping to raise awareness of the region’s wartime legacy.
