Mangaluru - Going forward, colleges will be required to have accreditation from the National Assessment and Accreditation Council (NAAC) in order to receive affiliation. Previously, colleges were granted temporary affiliations, but from now on, only institutions with NAAC accreditation will be granted permanent affiliation.

NAAC, an initiative of the University Grants Commission (UGC), offers higher education institutions (HEIs) several benefits, including access to funding from both state and central governments. The higher education department is actively encouraging institutions in the state to undergo NAAC accreditation as soon as possible.

Under the Karnataka State Universities Act of 2000, colleges could previously be given permanent affiliation without NAAC accreditation. However, a new notification from the higher education department now mandates that NAAC accreditation is a requirement. On August 3, 2021, the department allowed universities to grant permanent affiliation based solely on basic infrastructure, even without NAAC accreditation. But on July 18, 2024, a circular from the principal secretary of the higher education department emphasized the need for NAAC accreditation, urging universities to follow this directive.

Currently, many colleges in the state are either lacking NAAC accreditation or have let their accreditation lapse. The new rule requires NAAC accreditation for both initial course applications and their renewals. K Vikram, the coordinator for NAAC and nodal officer of the State Quality Assurance Cell in the department of collegiate education, stated that around 83% of government first-grade colleges in the state have NAAC accreditation, while only 60% of aided colleges are accredited. Private institutions, however, have a high rate of NAAC accreditation.

Vikram explained that UGC has insisted that temporary affiliation be phased out in favor of permanent affiliation, making NAAC accreditation essential. Additionally, NAAC accreditation is a prerequisite for receiving various forms of funding and participating in UGC projects. "NAAC accreditation plays a significant role in everything related to higher education institutions," Vikram remarked, highlighting the seven parameters of NAAC that reflect the institution's overall strength.

However, some aided colleges have expressed concerns over the cost of maintaining NAAC accreditation, which is reviewed every five years. For aided colleges, the fee for accreditation is around Rs 5 lakh, while law colleges face fees of approximately Rs 9 lakh. "This is financially unfeasible for us," some aided colleges have stated.

Manjushree N, the commissioner of the Department of Collegiate Education in Bengaluru, emphasized that making NAAC accreditation mandatory for all higher education institutions, both government and private, is a move towards improving the quality of education across the state.
