The Government of India has introduced a new regulation for the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) scheme, effective from January 1, 2025. Under this rule, new applicants must now obtain a farmer ID to register for the program. This move aims to simplify the application process and ensure that benefits reach only eligible farmers. The farmer ID is a unique digital identity connected to land records, making the verification process more efficient.
Overview Of PM-Kisan Scheme
The PM-Kisan scheme provides financial assistance to eligible farmer families, with each family receiving Rupees 6,000 annually, distributed in three instalments of Rupees 2,000. Launched on February 24, 2019, the scheme is fully funded by the central government and is designed to help small and marginal farmers with their agricultural expenses.
Role Of Farmer ID
The introduction of the farmer ID is essential for verifying land ownership and ensuring that only genuine farmers are eligible for benefits. This ID, which is linked to state land records, will contain critical data, including personal and crop information. It aims to reduce fraudulent applications and facilitate a smoother registration process.
Implementation Across States
Currently, the farmer ID requirement is being implemented in ten states: Andhra Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, and Uttar Pradesh. These states together represent around 84% of the total PM-Kisan beneficiaries. Other states will gradually adopt this requirement.
Creation Of Farmer’s Registry
The farmer IDs will be part of a newly established Farmer’s Registry, a component of the Agri-Stack initiative under the Digital Agriculture Mission. The government aims to generate 6 crore farmer IDs by the end of March 2025, with 1 crore IDs already issued as of January 7, 2025.
Direct Benefit Transfer System
The PM-Kisan scheme operates through a Direct Benefit Transfer (DBT) system, which ensures that the financial aid is directly transferred into the beneficiaries' bank accounts. This method eliminates intermediaries and boosts transparency in fund distribution.
