The Union government has recreated the Standing Committee of the Inter-State Council (ISC) and appointed the Home Minister as its Chairman.

About The Inter-State Council

  • It was established under Article 263 of the Indian Constitution to enhance cooperation and coordination between the national and state governments.

  • The Sarkaria Commission supported the construction of a permanent inter-state council.

  • The President may form an Inter-State Council if it appears to him that doing so would be in the best interests of the public. The presidential order that established the first such organization was issued in 1990.

The Council Consists Of

  • Chairman- Prime Minister.

  • Members- Chief Ministers from all states.

  • Members include the Chief Ministers of Union Territories with Legislative Assembly and the Administrators of UTs without one.

  • The Prime Minister will propose six Cabinet ministers to the Union Council of Ministers.

The Council Is Charged With Responsibility

  • Investigating and advising on potential inter-state disputes.

  • Investigating and debating issues in which some or all of the States, or the Union and one or more of the States, share an interest.

  • Making recommendations on any such subject, with a focus on improving policy and action coordination.
