Description

The Union Cabinet has approved the Pradhan Mantri Janjatiya Unnat Gram Abhiyan (PM-JUGA), a comprehensive effort to improve the socioeconomic situations of tribal tribes in India. This ambitious effort would cost Rs. 79,156 crore in total and will be implemented over a five-year period.

Core Objectives

  • Improve the socioeconomic situation of indigenous communities-

  • Implement saturation coverage for tribal families in tribal-majority villages and aspirational districts.

  • Close significant gaps in social infrastructure, healthcare, education, and livelihoods.

  • Ensure the holistic and sustainable development of tribal lands and communities.

Scope And Coverage

The PM-JUGA has a broad reach and targets-

  • 63,000 villages.

  • Benefiting more than 5 crore indigenous people.

  • Covering 549 districts and 2,740 blocks

  • Covers 30 states and union territories.

This mission is particularly significant given India's large tribal population-

  • 10.45 crore Scheduled Tribes (ST) population (2011 Census)

  • More than 700 ST communities

  • 75 Particularly Vulnerable Tribal Groups (PVTGs) in 18 states, including the Andaman and Nicobar Islands

Implementation Strategy

  • Multiministerial Approach: The mission includes 25 interventions that will be undertaken by 17 line ministries.

  • Funding- Utilizes monies from the Development Action Plan for Scheduled Tribes (DAPST).

  • Tribal villages affected by the Abhiyan will be mapped on the PM Gati Shakti Portal.

  • The districts that perform the best will be recognized.

Key Mission Goals

Goal 1: Develop Enabling Infrastructure 

  • Provide Pucca houses under the Pradhan Mantri Awas Yojana (PMAY-Gramin).

  • Provide access to tapped water (Jal Jeevan Mission) and power (Revamped Distribution Sector Scheme).

  • Distribute Ayushman Bharat cards (PMJAY).

  • Improve all-weather road connection (PMGSY).

  • Enhance mobile and internet connectivity (Bharat Net)

Goal 2: Promote Economic Empowerment

  • Encourage skill development and entrepreneurship.

  • Provide marketing help through Tribal Multipurpose Marketing Centers (TMMC).

  • Support agriculture, animal husbandry, and fisheries for Patta holders under the Forest Rights Act (FRA).

 Goal 3: Ensure universal access to quality education 

  • Increase the Gross Enrollment Ratio (GER) to national standards in schools and higher education.

  • Establish tribal hostels at schools at the district/block level.

 Goal 4: Healthy Living and Dignified Aging 

  • Improve access to high-quality healthcare.

  • Aim to meet national criteria for IMR, MMR, and vaccination coverage.

  • Deploy mobile medical units in underdeveloped areas.

PM-JUGA Offers Innovative Schemes

  • Rupees 5 lakh for new two-room homestays-

  • Rupees 3 lakh to renovate existing structures.

  • Rupees 5 lakh for village community requirements.

Focus on 22 lakh FRA patta holders to ensure a sustainable livelihood.

Improving Infrastructure of Government Residential Schools and Hostels: Upgrade on the basis of PM-Shri Schools

Advanced Facilities for Sickle Cell illness (SCD) Diagnosis: Emphasis on prenatal diagnosis and illness prevention.

Establish 100 Tribal Multipurpose Marketing Centres (TMMCs) to secure fair prices for tribal commodities.
