Description

Preeti Sudan, the former Union Health Secretary, is expected to become the Chairperson of the Union Public Service Commission (UPSC) on August 1, 2024. This appointment is made pursuant to Article 316 A of the Constitution, as confirmed by a government authority.

Current Position And Transition

Ms. Sudan, who is now a member of the Commission, will succeed Manoj Soni, the outgoing Chairperson. Mr. Soni recently resigned, claiming "personal reasons".

Tenure Details

The newly chosen Chairperson will serve until April 2025, when Ms. Sudan will turn 65 years old. This timeframe is consistent with the constitutional provisions guiding the UPSC leadership.

Manoj Soni Unexpectedly Resigned

  • premature departure

Mr. Soni's resignation is surprising given that it comes nearly five years before the end of his tenure. His term was originally scheduled to end in 2029, making this an early departure from the prestigious position.

Career Timeline at UPSC

  • Joined the Commission as a member in 2017.

  • Sworn in as Chairperson on May 16, 2023.

  • resigned in July 2024.

Controversy And Speculation

  • Ongoing UPSC Scandals

The leadership move comes amid a controversy involving UPSC candidates who allegedly gained employment by presenting fraudulent certificates. This incident has placed a pall on the Commission's recruitment efforts.

  • Unrelated to the recent case

According to sources familiar with the case, Mr. Soni's departure is unrelated to the recent scandal involving trainee Indian Administrative Service (IAS) officer Puja Khedkar. Ms. Khedkar is accused of forging identity documents and presenting a bogus disability certificate in order to obtain admittance into the military.

UPSC: A Constitutional Body

  • Legal Foundation

The UPSC was constituted as a constitutional body under Articles 315-323 of Part XIV Chapter II of the Indian Constitution. This legal foundation ensures the Commission's independence and prominence within the Indian administrative structure.

Key Responsibilities

  • Conducting Various Examinations- The UPSC organizes many examinations on behalf of the Union government.

  • Civil Services Examinations- One of its most visible responsibilities is the annual administration of civil service examinations.

  • Recruitment Recommendations- The Commission suggests applicants for appointment to distinguished services, including as

  • The Indian Administrative Service (IAS)

  • The Indian Foreign Service (IFS)

  • The Indian Police Service (IPS)

  • Central Services: Group A and Group B

 Organizational Structure

  • The Commission is led by a chairperson.

  • It can have up to ten members.

This comprehensive structure and set of responsibilities highlight the UPSC's critical role in shaping India's civil services and ensuring the quality of the administrative workforce.
