Teachers at Delhi University can now be promoted under a change to the 2018 Act controlling the University Grants Commission's hiring teachers. Teachers who are not given promotion under the 2018 Act must apply using the 2010 rules.
According to the official website, professors who got their PhD after 2021 will also fall into the 2018 group. According to the 2010 UGC standards, promotion from Assistant Professor to Levels 11 and 12, as well as Associate Professor to Level 13, does not require a PhD. Teachers were promoted based on their published papers, UGC NET exam scores, and point tables.

The 2018 Act requires a PhD to become an associate professor. The 2010 regulations were in effect until 2021, during which time teachers might seek promotions. However, it was removed beginning in 2022.
Teachers who were eligible for promotion after this were unable to apply since they had not completed their PhD, so they applied after 2022 and were promoted, although not receiving the benefits of greater pay for one or two years.
According to the new rule, the UGC has given professors until December 2024 to respond to petitions filed. After accepting a promotion, teachers may reapply on the day they become eligible. Teachers may collect unpaid dues and benefits liabilities.
Teachers who are qualified for promotion under the 2010 standards must reapply or submit applications. These teachers can apply through the CAS or Career Advancement Scheme.
