Elon Musk announced on July 16 that he would relocate the headquarters of two of his companies, the social media platform X and the rocket maker SpaceX, to Texas, deepening an already acrimonious battle with California.

California Legislation "The Final Straw"

Mr. Musk cited a California law passed on July 13 by Democrat Gov. Gavin Newsom, which prohibits school districts from mandating teachers to tell parents if their students change their gender identity. Mr. Musk referred to the measure as "the final straw" and stated that he had warned Mr. Newsom that such legislation would "force families and companies to leave California to protect their children."

Headquarters Relocated From Hawthorne, California To Texas

Mr. Musk stated that SpaceX would relocate its headquarters from Hawthorne, California, to its Starbase facility in Boca Chica, Texas. X, which is based in San Francisco, will relocate to Austin. SpaceX, X, and Mr. Musk did not immediately return demands for comment. Mr. Newsom's staff responded by citing a July 16 post on X in which he indicated Mr. Musk was pandering to Donald J. Trump. Mr. Musk backed the former president on Saturday.

Love-Hate Connection With California

Mr. Musk has long had a love-hate relationship with California, bristling at what he considers excessive government meddling in the state. He previously relocated the headquarters of his electric car firm, Tesla, from Palo Alto, California to Austin following the Bay Area's coronavirus lockdowns in 2020. Mr. Musk termed the constraints that forced Tesla's Fremont, California, factory to close "fascist."

Criticism Of The State

He has also chastised the state for being slow to innovate and delaying civil development projects through excessive regulation. And he claims that crime and drug use in San Francisco have made it difficult for him to come and go freely from X's office. He has clashed with local lawmakers and claimed the city has entered a "doom loop." However, he has been unwilling to depart California fully, preferring to use Silicon Valley and its technical ability for his artificial intelligence and engineering projects.

There's No State Income Or Capital Gains Tax

Texas has no state income or capital gains tax, making it an appealing location for high-earning individuals such as Mr. Musk and some of his staff. The governor's office did not immediately reply to a request for comment. However, according to Eric Talley, a corporate law and governance professor at Columbia Law School, shifting the headquarters will have little impact on Mr. Musk's firms' core financials.
