The Food and Nutrition Board (FNB), a technical division of the Ministry of Women and Child Development (WCD) in charge of providing logistical support to community nutrition initiatives, has been officially disbanded as part of the government's goal to streamline numerous organizations.
Restructuring And Reallocation Of Resources
The WCD Ministry announced the closure of the FNB in a gazette notification on May 27. The FNB had a large network of offices, including four regional offices and multiple quality control laboratories in key cities such as Faridabad, Mumbai, Kolkata, and Chennai.
The decision to abolish the FNB was made following the Cabinet meeting on April 6, 2022, in response to suggestions from the Principal Economic Advisor's November 2020 report on government body reduction.
Personnel Reassignment And Asset Redistribution
The collapse of the FNB involved important acts that impacted its personnel and assets-
Out of 147 FNB workers, 33 chose voluntary retirement through the Special Voluntary Retirement Scheme.
Seven technical officers from Group 'A' have been re-appointed to the Rashtriya Jan Sahayog and Child Vikas Sansthan.
Sixty-one technical staff from Groups 'B' and 'C' have been placed on deemed deputation with the Food Corporation of India.
Forty-six non-technical personnel have been transferred to the WCD Ministry's surplus pool.
Regarding The Reallocation Of Assets
Three Community Food and Nutrition Extension Units (CFNEUs) in Mumbai, Jaipur, and Bhubaneswar have been transferred to the Directorate of Estates of the Ministry of Housing and Urban Affairs.
The transfer of four immovable properties in Faridabad, Chennai, Navi Mumbai, and Kolkata is underway.
The FNB-owned Central Food Testing Laboratory in Faridabad and the Regional Food Testing Laboratory in Chennai would be handed over to the FCI or the Department of Food and Public Distribution (DFPD).
The leased Regional Food Testing Laboratories in Navi Mumbai and West Bengal will be leased to FCI and DFPD once the respective state governments have granted the requisite permits.
Streamlining Operations And Resources
The FNB's operations were officially ended on June 16, 2021, according to a gazette notification, and its formal dissolution was approved on November 30, 2022. As a result, the FNB discontinued operations on December 1, 2022.
This restructuring seeks to streamline operations and maximize resources allocated to community feeding programs, while also harmonizing with the government's rationalization initiatives.
