The Uttarakhand administration has initiated the 'Pirul Lao-Paise Pao' effort to quell the state's devastating forest fires. On May 8, 2024, Chief Minister Pushkar Singh Dhami officially inaugurated the campaign in the Rudraprayag district. He asked people to actively participate in the campaign, stating that cooperatives, Yuva Mangal Dal, and Van Panchayat will all take part.
Collecting Pine Leaves For Incentives
Under the 'Pirul Lao-Paise Pao' initiative, local youth and villages will gather dry Pirul (Pine tree leaves) from the forest and transport them to designated Pirul collection locations. These centers will be managed by the Tehsildar, who reports to the Sub-Divisional Magistrate.
The collected Pirul will be weighed, and the villagers or youth would receive Rs 50 per kg, which will be remitted directly to their bank accounts. The gathered Pirul will be packed, processed, and sold to enterprises for future use.
Significance Of The Pirul Collection
Pirul is a term used in Uttarakhand to describe pine tree leaves, which are traditionally used as bedding for domestic animals, fertilizer when mixed with cow manure, and fruit packaging. However, due to their high burning capacity, they constitute a serious fire threat in pine forests.
The Uttarakhand government has developed a 25-kilowatt power plant in the Uttarkashi district's Chakori Dhanari village that generates electricity with Pirul as a raw material. The state generates an estimated 23 lakh metric tons of Pirul each year, with the ability to generate approximately 200 megawatts of power.
Campaign Oversight And Funding
The Uttarakhand Pollution Control Board has been tasked with overseeing the 'Pirul Lao-Paise Pao' Campaign, which includes operating Pirul collection centers, storing and processing collected materials. The state government has allotted Rs 50 crore for the campaign, from which Pirul collectors will be compensated.
Addressing Forest Fire Risks
Pine leaves, known as Chaita in the local language, are highly inflammable when dried and are thought to be a major source of forest fires. Collecting these leaves from the woodland region can lessen the risk of fires.

According to the Indian State of the Forest Report 2021, Uttarakhand's total documented forest area is 24,305 square kilometers, or 45.44% of the state's geographical area. The state has 5,055 square kilometers of extremely dense forests, 12,768 square kilometers of moderately dense forests, and 6,482 square kilometers of open woods.
Pine trees were introduced to the region by the British and are today found in districts such as Almora, Bageshwar, Chamoli, Champawat, Dehradun, Garhwal, Nainital, Pithoragarh, Rudraprayag, Tehri, and Uttarkashi.
