The University Grants Commission (UGC) today issued rules for admission and the establishment of supernumerary seats for international students in undergraduate and postgraduate programmes at Indian higher education institutes (HEIs).
According to the official notification, HEIs can establish up to 25% supernumerary seats for international students in addition to their total sanctioned enrolment for undergraduate and postgraduate degrees. The choice on 25% supernumerary seats must be made by the involved higher education institutions in accordance with specific standards and regulations established by regulatory agencies, taking into account infrastructure, faculty, and other requirements.
However, these 25% of the supernumerary seats for international students would not include international students participating in exchange programmes or through Memorandums of Understanding (MoU) between institutions or the Government of India and other countries.
The institutes have also been required to divide these 25% seats throughout all departments, schools, centers, and other academic units of the higher education institution.
The UGC emphasizes that supernumerary seats in UG and PG programs should be reserved for international students. If any seats remain vacant, they should not be assigned to anybody other than international students.
Supernumerary seats in professional and technical institutes will be governed by their respective statutory authorities, whereas PhD seats will be governed by the UGC's regulations.
Furthermore, all such institutes are required to have a 'Office for International Students' that maintains year-by-year details such as country, number, programme/subject, duration, and so on.
