The Representation of the People Act of 1951 (RP Act) establishes laws governing expenditure by 'leaders of a political party'.
These 'leaders of a political party' are often described as'star campaigners'. These are often the party's top leaders, but other celebrities may also be present.
The RP Act allows a recognised political party (national or state) to select up to 40 star campaigners, while a registered unrecognised political party can appoint up to 20.
These names must be communicated to the Election Commission (EC) and Chief Electoral Officer (CEO) of the appropriate states within seven days of notification of the election.
In the event of a multi-phase election, a political party may submit distinct lists of star campaigners for each phase.
If the star campaigner seeks votes in the name of a contesting candidate(s) or shares the dais with them at a rally/meeting, the rally/meeting expense will be deducted from such candidate(s)' election expenses.
If the star campaigner incurs boarding/lodging expenditures while campaigning for any candidate(s), they will be included in the candidate's expenditure account, regardless of whether the candidate(s) paid for them.
Furthermore, if any candidate(s) travels with the star campaigner, 50% of the star campaigner's travel expenses will be allocated to that candidate(s).
When a Prime Minister or a former Prime Minister is a high-profile campaigner, the government will bear the cost of protection, including bulletproof vehicles.
However, if the Prime Minister is joined by another prominent campaigner, the candidate must fund 50% of the cost of security measures.
