Haryana Chief Minister Manohar Lal Khattar launched the 'Van Mitra' scheme and its accompanying portal, marking a significant step toward environmental conservation. This innovative initiative aims to increase community participation in afforestation efforts, with a focus on non-forest areas throughout the state. The program aims to empower local communities to take an active role in expanding the state's green cover, increasing the survival rate of newly planted trees and encouraging tree planting outside of traditional forest zones.
Eligibility And Incentives Under The Scheme
Eligibility Requirements
The 'Van Mitra' scheme invites members of families with an annual income of less than Rs 1.80 lakh to join this green initiative. Eligible individuals aged 18 to 60 can register to become 'Van Mitras,' embarking on a mission to help the state with afforestation efforts.
Financial Incentives
Participants in the 'Van Mitra' scheme will receive monetary incentives for plant maintenance. Each 'Van Mitra' can plant up to 1,000 saplings under the scheme, which includes a structured incentive program that rewards long-term plant care and growth. In the first year, participants will receive Rupees 20 for each prepared pit, which will be verified through geotagging and photograph uploads. Following that, Rupees 30 will be awarded for each sapling planted, with additional payments for ongoing maintenance and security of the saplings at varying rates over the next three years.
The Phases Of Implementation
Phase One
The first phase of the 'Van Mitra' scheme will involve the selection of 7,500 participants via the scheme's website. These 'Van Mitras' will be able to plant trees on non-forest lands in their communities, including villages, towns, and cities. Notably, if a 'Van Mitra' plants a tree on their property, they keep ownership of the tree, emphasizing the personal investment and benefit of participating in the scheme.
Training And Implementation
In its first year, the program will focus on registering 'Van Mitras,' providing them with necessary training, and beginning tree planting activities. This approach ensures that participants have the necessary knowledge and skills to successfully contribute to the scheme's objectives.
Financial Structure And Exit Strategy
If a 'Van Mitra' decides to withdraw from the scheme, the Forest Department will take over responsibility for the trees, ensuring their continued growth and contribution to the state's green cover.
