The Design-Linked Incentive Scheme has only approved seven start-ups

Since its announcement, the Design-Linked Incentive scheme (DLI) has approved only seven start-ups, falling far short of its goal of supporting 100 over five years.

The Design-Linked Incentive Scheme

Over a five-year period, it intends to provide financial incentives as well as design infrastructure support for Integrated Circuits (ICs), Chipsets, System on Chips (SoCs), Systems & IP Cores, and semiconductor linked design(s).

The Goals

• Fostering and facilitating the expansion of domestic businesses, startups, and MSMEs.

• Achieving significant indigenization of semiconductor content and intellectual property in electronic products deployed in the country, thereby facilitating import substitution and value addition in the electronics industry.

• Increasing and improving access to semiconductor design infrastructure for startups and MSMEs.

• The scheme will initially run for three (3) years beginning January 1, 2022.

The Scheme Has Three Components

• Chip Design Infrastructure Support- Under this agreement, C-DAC will establish the India Chip Centre to host cutting-edge design infrastructure (including EDA Tools, IP Cores, and support for MPW (Multi Project Wafer fabrication) and post-silicon validation) and facilitate access to supported companies.

• Product Design Linked Incentive- Under this component, approved applicants involved in semiconductor design will receive a reimbursement of up to 50% of eligible expenditure, subject to a maximum of 15 crore rupees per application.

• Approved applicants whose semiconductor designs for Integrated Circuits (ICs), Chipsets, System on Chips (SoCs), Systems & IP Cores, and semiconductor linked design are deployed in electronic products will receive a deployment-linked incentive of 6% to 4% of net sales turnover over 5 years, up to a maximum of ?30 crore per application.
