The Employees' Provident Fund Organization (EPFO) recently published a circular removing Aadhaar from the list of eligible documents for date of birth (DoB) correction and update purposes. This judgment, effective January 16, 2024, follows a direction from the Unique Identification Authority of India (UIDAI). It corresponds with the Aadhaar Act, 2016, which does not recognize Aadhaar as proof of date of birth.
Details Of The Circular
Date of Issue The circular was issued on January 16, 2024.
Directive Authority This update is in response to a UIDAI directive, Circular No. 08 of 2023.
Rationale The UIDAI underlines that Aadhaar is essentially an identity verification tool, rather than a proof of birth. This is confirmed by a memorandum from the Ministry of Electronics and Information Technology (MeitY) and a Bombay High Court judgment.
Circular Reference The circular is titled "Removal of Aadhaar from the list of acceptable documents as Date of Birth Proof" and is consistent with the Standard Operating Procedure on Joint Declaration issued in August 2023.
Approval The circular has been approved by the Central Provident Fund Commissioner (CPFC).
Alternatives For Date Of Birth Proof
Following the abolition of Aadhaar, the EPFO currently accepts the following papers as proof of date of birth-
Birth certificates are issued by the Registrar of Births and Deaths.
A marksheet issued by a recognized government board or university.
School Leaving Certificate (SLC)/School Transfer Certificate (TC)/SSC certificate with name and date of birth.
Certificate based on service records from Central/State Government Organizations.
In the absence of the above documents, a medical certificate issued by a civil surgeon is backed by an affidavit.
Passport.
PAN was granted by the IT Department.
Central/State Pension Payment Order.
The government issues CGHS, ECHS, and Medi-Claim cards.
Domicile Certificate??.
Importance Of The Circular
This adjustment is crucial for EPFO members and entities who do date-of-birth corrections. They must now follow the amended document criteria when making adjustments or updates to the date of birth in EPF accounts.
