Vice Admiral McCarty was promoted to flag rank on February 10, 2020, and served as Commodore (Naval Plans) from 2018 to 2020. He then became the Assistant Chief of the Naval Staff (Staff Requirements), where he oversaw Capability Development and helped shape the Indian Navy's combat policy.

Before taking over as Commandant of the Indian Naval Academy, Vice Admiral McCarty was Flag Officer Commanding the Western Fleet.
