The selection of tableaux for the Republic Day parade has been hampered by problems in recent years, with protests from several states concerning the exclusion of their representations. In response to these concerns, the Defence Ministry has proposed a comprehensive rollover plan to address the issue.
The Equitable Distribution Proposal
According to official sources, the Defence Ministry has proposed a three-year rollover plan that would allow each state and union territory (UT) to present their tableaux. Each year, approximately 15 tableaux are chosen for the Republic Day parade, making it difficult to accommodate every state. The proposed approach is intended to ensure equitable distribution and fair representation for everybody.
Memorandum Of Understanding For Three Years
The Defence Secretary presided over discussions with Resident Commissioners from various states and UTs. To assist the rollover plan's execution, a three-year memorandum of understanding (MoU) has been proposed. The draft agreement has been signed by 28 countries so far.
Fast-Tracking Participation
States and UTs were asked in advance for their willingness to participate in the Republic Day Parade for the next three years (2024, 2025, and 2026) to streamline the participation procedure. Most states/UTs have shown desire to participate for all three years, suggesting a favorable reaction to the proposed proposal.
Developing New Talent
The Ministry of Culture has encouraged new and fresh talent by appointing 30 agencies to design and fabricate tableaux. These agencies were chosen in an open selection process, and states/UTs were recommended to engage them in accordance with the applicable processes.
Bharat Parv And The Selection Process
Following four rounds of negotiations, 16 states and territories were chosen to participate in the 2024 Republic Day parade. States that did not receive a berth were asked to display their tableaux at Bharat Parv, which will be hosted at Red Fort from January 23 to 31, 2024. The list emphasizes the inclusion of tableaux from opposition-ruled states as well as conspicuous omissions.
Opposition Claims And The Center's Reaction
Recent concerns from Punjab Chief Minister Bhagwant Mann and Karnataka Chief Minister Siddaramaiah about the absence of their respective states' tableaux have aroused debate. In written responses to Parliament, the Defence Ministry stressed the well-established method for tableau selection, which involves a group of eminent individuals from several creative professions.
Theme Finalization And Expert Committee
To select themes and aesthetics for the Republic Day parade tableaux, the Defence Ministry has formed an expert council comprised of artists and Padma recipients. This committee functions independently of the government, Ministers, or Secretaries.
