In an effort to boost research and clinical skill development, the National Medical Commission, the medical education regulator, has for the first time established post-doctoral fellowship courses in medical institutions governed by it. Until now, medical institutions created and approved these courses to teach doctors at their own level.
The regulator recently issued the "Post-Graduate Medical Education Regulations, 2023," which state that once a medical institution is granted authorization to begin a PG course or seats, the course is considered recognized.
This will alleviate many of the issues that students confront after passing postgraduate examinations, according to Dr. Vijay Oza, President of the National Medical Commission's (NMC) Post-Graduate Medical Education Board.
The existing NEET-PG test will continue until the proposed National Exit Test (NExT) becomes operational for the purpose of PG admission, according to the new regulations that have superseded the Postgraduate Medical Education (Amendment) Regulations, 2018.
According to the new laws, all post-graduate students would work as full-time resident doctors for "reasonable working hours" and will be given "reasonable time for rest" during the day. They will be allowed at least 20 days of casual leave per year and five days of academic leave per year. Post-graduate students will be granted one weekly holiday, subject to work demands, according to the new regulations.
"Earlier there was no written provision of leaves," Dr Oza said.
"The NMC after considering the comments and suggestions of various stakeholders and detailed in-house discussion unveiled groundbreaking reforms in post-graduate medical education, aimed at fostering quality, ethical practice, and inclusivity within the medical fraternity," he said.
These reforms include a wide range of key components of post-graduate medical education and aim to raise educational and clinical standards across the country, according to Dr. Oza.
"The comprehensive reforms outlined in the Post-Graduate Medical Education Regulations, 2023, mark a pivotal moment in ensuring the highest standards of medical education in our country. These regulations underscore our commitment to nurturing a proficient and ethical healthcare workforce," Dr Yogender Malik, member of the Ethics and Medical Registration Board and head of the media division at NMC, said.
There is a penalty clause in these regulations that involves monetary penalties, a reduction in the number of seats (admission capacity), or a complete cessation of admissions.
