About PRAGATI Platform
PRAGATI is an acronym that stands for Pro-Active Governance and Timely Implementation.
It is a multi-purpose and multi-modal platform aimed at addressing ordinary man's problems while concurrently monitoring and reviewing significant Government of India programs and initiatives as well as projects proposed by State Governments.
On March 25, 2015, the platform was launched.
The PMO team designed it in-house with the assistance of the National Informatics Center (NIC).
It is also a strong mechanism for delivering e-transparency and e-accountability to important stakeholders through real-time presence and exchange.
This platform combines three cutting-edge technologies:
Video conferencing
Geospatial technology
Digital data management
It offers a one-of-a-kind combination for cooperative federalism. This is accomplished by bringing together the Chief Secretaries of the states and the Secretaries of the Government of India on a same platform.
With this forum, the PM can debate concerns at the bottom level. He can communicate with state and federal officials with complete information. Aside from that, he can see the most recent visuals of the material on the screen.
PRAGATI Platform Main Features
It operates on a three-tiered system.
Every month, the Prime Minister will convene a meeting. He will communicate with GOI secretaries and chief secretaries via video conferencing.
It is conducted every month on the Fourth Wednesday at 3.30 pm - known as PRAGATI Day.
Issues to be flagged before the PM are selected from a database of public grievances, ongoing programs, and pending projects.
The system will be built on, strengthened, and redesigned data bases from the CPGRAMS for grievances, the Project Monitoring Group (PMG), and the Ministry of Statistics and Programme Implementation. PRAGATI serves as an interface and platform for all three of these elements.
It will also review various correspondences to the PM's office from ordinary citizens or high dignitaries of states and/or developers of public projects; the issues noted are posted seven days prior to the PRAGATI day (e.g. on the third Wednesday of the month). After entering the application, Union Government Secretaries and Chief Secretaries can view these issues.
Union Government Secretaries and Chief Secretaries will be able to view issues concerning their Department/State.
Union Government Secretaries and Chief Secretaries must provide comments and updates on the problems raised within three days (by next Monday).
The PMO staff has one day, Tuesday, to review the data entered by the Union Government Secretaries and Chief Secretaries.
The design is such that when the PM evaluates the problem, he should see the issue as well as the most recent changes and visuals.
