India's education system is one of the largest in the world, with over 14.9 lakh schools, 95 lakh teachers, and nearly 26.5 crore students from various socioeconomic backgrounds. The PGI 2.0 framework, introduced by the Ministry of Education, consists of 1000 points divided into 73 indicators separated into two categories.
The Performance Grading Index (PGI) for States and Union Territories (UTs) was developed by the Ministry of Education's Department of School Education & Literacy. This index provides a detailed examination of the performance of the school education system at the state/UT level. The PGI - States/UTs was first established for the academic year 2017-18 and has since been extended through 2020-21.
Revamped PGI 2.0: Emphasizing Quality Indicators In Education Assessment
Certain indicators in the PGI - States/UTs have become outdated and irrelevant over time. Furthermore, the PGI's prior structure was significantly weighted toward indicators relating to governance processes rather than quality indicators. To solve these difficulties and coincide with the new ambitions of the National Education Policy (NEP) 2020, the PGI - State structure for the school year 2021-22 has been redesigned and renamed PGI 2.0. The 73 indicators in the revised structure stress qualitative assessment, digital activities, and teacher education.
Because of structural changes, the grades achieved by states/UTs in the previous edition of the PGIs are not comparable to the grades obtained in this new edition. The PGI 2.0 framework has 1000 points divided into two categories: outcomes and governance management (GM). Learning Outcomes (LO), Access (A), Infrastructure & Facilities (IF), Equity (E), Governance Process (GP), and Teachers' Education and Training (TE&T) are subdivided into six domains.
PGI 2.0: Ten Grades Introduced To Drive Optimal Education Outcomes
In PGI 2.0 for 2021-22, states/UTs are divided into ten grades, with Daksh being the highest achievable grade for those obtaining more than 940 points out of 1000. Akanshi-3 is the lowest grade for scores up to 460. PGI 2.0's purpose is to inspire states and UTs to implement various initiatives that will result in optimal education outcomes across all dimensions.
To properly track progress, the indicators in PGI 2.0 have been connected with policy initiatives and interventions established following the implementation of the National Education Policy (NEP) 2020. The PGI 2.0 seeks to help states and UTs identify weaknesses and prioritize areas for action in order to ensure a robust and complete school education system at every level.
