The Bureau of Civil Aviation Security (BCAS) is India's primary civil aviation security regulatory organisation. It recently celebrated its founding anniversary.
BCAS's Brief History
Following the hijacking of an Indian Airlines flight in September 1976, BCAS was established in January 1978 as a cell within the Directorate General of Civil Aviation (DGCA). This cell's major responsibility was to supervise and train personnel on civil aviation security issues. In response to the Kanishka disaster in June 1985, BCAS formed an autonomous department under the Ministry of Civil Aviation in April 1987.
Responsibilities Of BCAS
One of BCAS's primary responsibilities is to develop aviation security standards in accordance with Annex 17 of the International Civil Aviation Organization's (ICAO) Chicago Convention for airlines and airport operators, as well as their security organisations in charge of implementing AVSEC measures. Is. BCAS also monitors safety standards' application and conducts assessments to identify safety requirements. The Bureau guarantees that security professionals receive the necessary training and competence to carry out their tasks.
Furthermore, the BCAS is in charge of the coordination and planning of aviation security matters, such as conducting surprise and dummy checks to assess security personnel's proficiency and alertness. The agency also conducts simulated exercises to test the effectiveness of other agencies' contingency preparations and operational readiness.
