Description

Kerala's state government intends to establish a Pattaya Mission by the end of April to address the state's land record issues. The mission will work to provide title deeds for all individuals under the leadership of MLAs in each district.

About Kerala Government's Pattaya Mission

Despite the Land Reforms Act's implementation five decades ago, land record issues have not been resolved, and the proposed Pattaya Mission will speed up the distribution of title deeds. The government has distributed 54,535 title deeds so far. Revenue Minister K. Rajan made the announcement while inaugurating a State-level Pattaya Mela in Wayanad and laying the groundwork for a smart village office in Vellamunda.

The Purpose Of The Pattaya Mission

Kerala had a strong feudal system. The state was established in 1957. However, the state's subsequent chief ministers were unable to implement land reforms. Land reforms were successfully implemented by Achutha Menon, the state's chief minister in the 1970s. He, too, was unable to implement reforms in cash crop plantations. Kerala is a mountainous region where coffee and tea plantations, in addition to paddy, wheat, and maize cultivation, are the main sources of income. With cash crop plantation excluded from land reforms, the majority of the state's lands were not distributed. This is why Kerala's current government has launched the Pattaya mission.

The issue arose because cash crop plantations were excluded from the scope of the Kerala Land Reforms (Amendment) Act, which was passed in 1969.

Why The Hold-Up In Kerala?

The main reason for the delay was the state's political society. Keralites' material concerns are ignored by the culturist framework. Furthermore, subsequent political parties that came to power made no efforts to bring about material transformation among the agrarian classes. People are learning the importance of land reforms as literacy levels in the state and land value in the country rise.
