Overview
The amendment law was passed in compliance with India's international commitments to prevent the financing of the spread of weapons of mass destruction and their delivery systems. Weapons of Mass Destruction and their Delivery Systems were forbidden from being transported, manufactured, or transferred under the 2005 Act.
The rationale for modifying the act is as follows
The act must be amended since, in recent years, the number of laws in force relating to the spread of weapons of mass destruction and their delivery systems by international organisations has expanded. The spread of weapons of mass destruction and their delivery methods has also been sanctioned by the Financial Action Task Force.

Biological weapons are described as weapons that are specifically designed to deploy various toxins or substances for hostile goals or during armed conflict, according to this act. Chemical weapons are defined as weapons that use toxic chemicals to cause death and destruction.
How is the use of weapons of mass destruction regulated?
The employment of biological, chemical and nuclear weapons is regulated by a number of international treaties. The Geneva Protocol, signed in 1925, prohibits the use of biological and chemical weapons; the Chemical Weapons Convention, signed in 1992; and the Biological Weapons Convention, signed in 1972, prohibits the use of chemical and biological weapons. India has signed and ratified both of these treaties. Nuclear weapons proliferation is regulated by the Comprehensive Test Ban Treaty (CTBT) and the Nuclear Non-Proliferation Treaty (NPT).
