This initiative has been named after a three-year-old Dalit kid called Vinay. Vinay's family lived at Miyapur village in Koppal District. The village authorities penalised them Rs 25,000 in September 2021 for the "offence" committed by the youngster wandering inside a local shrine. The village authorities enforced a social boycott on the victim's Dalit family in addition to the punishment. As a result, in November, the family was compelled to evacuate the region, abandoning their agricultural property and home. Following the discovery of the occurrence, the Koppal district's social welfare department filed a report with the local police, who intervened and detained numerous suspects, who were quickly released on bond. Following this, the townspeople were even more enraged with the family of three, forcing them to flee their property and house.
When will the programme be made available?
Chief Minister Basavaraj Bommai will inaugurate the Vinaya Samarasya Yojana on the occasion of Ambedkar Jayanti on April 14th. In incidents of atrocities against STs and SCs in Karnataka, the conviction rate is high. In Karnataka, just 7% of cases of atrocities committed against Scheduled Tribes (STs) and Scheduled Castes (SCs) result in convictions. Out of the 23,095 similar cases that have been filed in Karnataka since the beginning of the year, 19,057 are still waiting.
