Description

The United Nations Security Council(UNSC) has five permanent members. It has sparked debate among India's major political parties. Political parties have utilised this position to exert veto power since the country's independenceIndia would have become one of the permanent members of the United Nations Security Council with veto power.

What exactly is veto power?

Any substantive resolution can be vetoed or rejected by the UN Security Council's five permanent members. It's also worth noting that a member's vote of abstention has no influence on whether or not the resolution is approved. Procedural votes have no bearing on the use of the veto power.

The beginnings of veto power

It is specified in Article 27 of the United Nations Charter. The Charter states that:

Each member of the Security Council has a veto.

On procedural issues, a majority of the Security Council's nine members must vote.

All other decisions are made by the Security Council by an affirmative vote of nine members, including the permanent members' concurring votes.

In judgments issued under Chapter VI and Article 52, paragraph 3, a party to a dispute shall abstain from voting. The veto power is arguably the most fundamental distinction in the UN Charter between permanent and non-permanent membersArticle 27(3), which stipulates that all substantive decisions of the Council must be made, establishes the charter's most basic distinction between permanent and non-permanent members. The notion of a veto over the activities of international bodies was not unique in 1945. In the League of Nations, every member of the League Council possesses a veto over any non-procedural subject. By 1936, the League Council had expanded to four permanent members and eleven non-permanent members, for a total of 15 countries with veto power.

While many detractors perceive it as undemocratic and a breeding ground for conflict, supporters see it as a tool for sustaining global stability. Many believe, however, that avoiding US domination is the natural order of things.
