Description

The University Grants Commission (UGC) has issued guidelines for higher education institutions to create research and development cells (HEIs). According to the UGC's standards, the funds are administered by a Research Advisory Council (RAC) chaired by the vice-chancellor or principal, or their nominee.

"The establishment of Research and Development Cells (RDCs) in HEIs will enable the achievement of Atma-Nirbhar Bharat targets and is projected to play a crucial role in igniting multidisciplinary/transdisciplinary and translational research culture mandated in NEP 2020," according to the UGC.

The committee recommends that a Research Information Management System (RIMS) be established to collect and manage research-related data, databases, publications, research projects, fellowships, collaborations, patents, thrust areas, and inventions, among other things. In order to build a resilient research ecosystem in the RDCs, the UGC further recommends rehiring or appointing experienced retired and prominent faculty as mentors.

In order to make India self-sufficient, the UGC further stated that research promotion activities at HEIs should be integrated with the objectives of several Union government national missions, sustainable development goals, Start-up India, and other initiatives.

New HEIs are required to connect with RDCs of established HEIs for research reasons. The recommendations encourage HEIs to work with other institutions and organisations on cooperative research and student, scholar, and faculty exchanges. Institutions of Excellence Awards will be granted to HEIs for outstanding achievements.

The University Grants Commission also emphasised the importance of implementing a universal plagiarism check and making the software available to all researchers. RDC is also planned to raise awareness of questionable research and publishing techniques, as well as predatory journals, throughout the scientific community.
