Concerning the PNTR status
In the United States, permanent normal trade relations status is a legal classification for free trade with a foreign country. The United States changed the name of the most favoured country (MFN) to PNTR in 1998.
Concerning MFN Status
MFN status is a distinction bestowed by one government to another. The country granted MFN status will obtain all trade benefits, such as reduced tariffs, that any other country receives. As a result, a nation with MFN status will not be treated differently from any other country with MFN status. MFN status is one of the World Trade Organization's pillars (WTO). WTO members have agreed to grant each other MFN status. There are, however, certain exceptions for preferential treatment of developing countries, regional free trade areas, and customs unions.
MFN Status Cancellation
According to World Trade Organization (WTO) regulations, any nation can remove the MFN status that it previously granted to another country. According to WTO Article 21 (National Security), MFN status can be removed without justification. In reaction to the 2019 Pulwama assault, India removed Pakistan's MFN status. In reaction to Russia's invasion of Ukraine in 2022, the G7 nations agreed to suspend Russia's MFN designation in March 2022.
Russia's Reaction
The revocation of "permanent normal trade relations (PNTR)" or "Most Favored Nation (MFN)" designation will allow the United States and the G7 to levy punitive tariffs on Russian exports. This will put more strain on Russia's economy, which is already on the verge of a devastating recession.
