Description
On the last day of the One Ocean Summit, February 11, 2022, a declaration on "High Ambition Coalition (HAC) on biodiversity beyond national jurisdiction (BBNJ)" was introduced.
Important Points
The One Ocean Summit was organised by French President Emmanuel Macron.
Negotiators from around the world will convene in March 2022 at the United Nations Headquarters in New York for the "fourth intergovernmental conference" on a new international legally binding treaty for the conservation and sustainable use of marine biological diversity beyond national jurisdiction.
Treaty of BBNJ
The BBNJ Treaty is also known as the "High Seas Treaty." It is an international treaty on the protection and sustainable use of marine biological diversity in places outside of national authority. It is now being discussed in the United Nations, the new treaty is being created within the framework of the United Nations Convention on the Law of the Sea (UNCLOS), a major international accord that governs human activities at sea.
On BBNJ, the High Ambition Coalition (HAC)
The HAC brings together parties who are dedicated to achieving an ambitious resolution from on-going discussions on a High Seas Treaty under the auspices of the United Nations.
The Treaty's Importance
The BBNJ Treaty gives a chance to resolve gaps and inadequacies in ocean governance. It also allows for serious action to be taken to mitigate and manage transboundary pollution on the high seas. With rising pressure on the ocean, the High Ambition Coalition's (HAC) proclamation is a positive step toward safeguarding biodiversity on the high seas.
Which nations have signed on?
As of February 11, Australia, Chile, Canada, Comoros, Colombia, India, Monaco, Egypt, Peru, Morocco, Norway, Republic of the Congo, Switzerland, Singapore, Togo, the United Kingdom, and the EU and its 27 member states have joined the coalition.
What are the definitions of Areas outside national jurisdiction?
95 percent of the ocean is in areas beyond national authority. The area serves humanity in innumerable ways, including economic, ecological, cultural, social, scientific, and food-security advantages.
What are the issues?
Areas beyond national authority are becoming increasingly subject to developing dangers like as overexploitation, pollution, and the effects of climate change. The growing need on marine resources for food, biotechnology, and minerals threatens to aggravate the problem.
