The Government of India and the World Bank signed a $ 32 million Mizoram Health Systems Strengthening Project to improve the management capacity and quality of health services at Mizoram. The project will be especially useful for underserved areas and vulnerable groups.
The agreement was signed on June 17, 2021, by Rajat Kumar Mishra, Assistant Secretary of the Department of Economics, Ministry of Finance on behalf of the Government of India; Eric Zomawai, Director of the Mizoram Health Systems Strengthening Project on behalf of the Mizoram Government; and Junaid Ahmed, Country Director, on behalf of the World Bank.
The coronavirus pandemic has negatively impacted the use and delivery of essential health services in Mizoram. The project will continue to invest in infection prevention and control to better respond to future pandemics, outbreaks and health emergencies.
The Mizoram Health Systems Strengthening Project will benefit people in all 8 districts of Mizoram. The project will also benefit health sector personnel, especially at secondary and primary levels, by strengthening their management and planning capacities while developing their clinical skills and competence.
Objectives of the Mizoram Health Systems Strengthening Project
This will strengthen the governance and management structure of the Department of Health and its subsidiaries. The project will improve the quality and coverage of services provided by public health systems.
It will also invest in a comprehensive quality assurance program that will allow quality certification of healthcare facilities. A key area of ??the project will also be to improve the efficiency of the state health insurance program. Creating synergy with Pradhan Mantri Jan Arogya Yojana and reducing financial barriers to accessing hospital services and preventing catastrophic health spending for poor families.
The government's project will move towards a results-based financing system where internal performance agreements (IPAs) between the Ministry of Health and its subsidiaries will foster greater accountability at all levels. This will further improve the control system.
The project will aim to promote synergies between the various schemes and empower the state insurance agency. The investment will focus on improving the overall biomedical waste management ecosystem (both liquid and solid). It will include disinfection, collection and segregation, as well as environmental protection and improving the quality of medical services and patient safety.
