The Assam government has signed a Memorandum of Understanding (MoU) with the India Survey on Swamitwa Implementation Scheme in the State. The scheme aims to provide a comprehensive property validation solution for rural areas.
The Swamitwa Scheme will provide a “record of rights” to rural homeowners who own homes in populated rural areas in villages. This, in turn, will enable them to use their property as a financial asset to obtain loans, as well as other financial benefits from banks.
A Memorandum of Understanding was signed on June 21, 2021 between Assam, Director of Land, Archives and Geodetic Research, Shantanu P. Gotmare, and Director of Assam and Nagaland, Survey of India. The Assam Government Revenue and Disaster Management Department and the Panchayati Raj Union Ministry will implement this scheme with the support of the Panchayat and the Rural Development Authority.
Survey of India, as a technology partner, will take steps to survey populated rural land using a drone, and establish control ground stations to create a detailed spatial database of state-owned rural property. Its goal is to reduce the number of disputes related to rural real estate, as well as the number of court cases in Assam.
The scheme was piloted on April 24, 2020 on the occasion of National Panchayati Raj Day and rolled out across India on April 24, 2021.
