Montek Singh Ahluwalia has been appointed as a member of the High-Level Advisory Group (HLAG) formed by the World Bank and the International Monetary Fund (IMF) amid the twin crisis of climate change and the COVID-19 pandemic. Montek Singh Ahluwalia is a distinguished fellow at the Center for Social and Economic Progress (CSEP) and former Vice Chairman of the Planning Commission of India.
Speaking of HLAG's immediate priorities, Ahluwalia said climate change is in the spotlight this year in both developed and emerging markets, and CoP 26 is expected to clarify in November what needs to be done to the international community.
“I hope the group can make a useful contribution to defining a workable strategy that addresses the concerns of different participants,”
The key goal of the High-Level Advisory Group is to help ensure sustainable recovery and pave the way for green, sustainable and inclusive development over the next decade. HLAG will work to ensure sustainable and inclusive recovery and growth.
The group will mainly propose ideas for strategic global action to tackle current challenges and make proposals in stages, with more emphasis on articulating actions for sustainable transformation. The group will be jointly chaired by Marie Pangestu, World Bank Managing Director for Development Policy and Partnerships, Lord Nicholas Stern of the London School of Economics, and Sale Pazarbasioglu, Director of the IMF's Strategy, Policy and Analysis Department.
Gita Gopinath, Economic Adviser and Director of the IMF Research Department, is one of the group's members. Other members include experts from research institutions, governments, the private sector, and officials from the IMF and World Bank.
About Montek Ahluwalia
Montek Singh Ahluwalia is an Indian economist and civil servant who previously served as Deputy Chairman of the Planning Commission of India. He resigned in May 2014 after the looming end of the UPA II regime in the center. Previously, he was the first director of the International Monetary Fund's Independent Evaluation Division.
He joined the World Bank in 1968 after graduating from Oxford University. At the age of 28, he became the youngest "department head" in the World Bank bureaucracy. He was in charge of the revenue distribution department. He returned to India in 1979 and took up the position of economic advisor to the Ministry of Finance.
He has held several senior positions as a civil servant in government, including Special Secretary to the Prime Minister, Minister of Finance, Minister of Commerce, Secretary of the Department of Economics at the Ministry of Finance.
He was appointed as a member of the Planning Commission in 1998. He was selected by the IMF Board as the first director of the newly created Independent Evaluation Office in 2001. He resigned and took over as Deputy Chairman of the IMF. Planning Commission in June 2004
The economist played a key role in the process of economic reform in India. He oversaw the preparation of both Plan 11 (2007-08 to 2011-2012), Towards Faster and More Inclusive Growth, and Plan 12 (2012-13 to 2016-17). Entitled “Faster, More Inclusive and Sustainable Growth. In 2011, he was honored with the prestigious Padma Vibhushan award, India's second largest civil service award.
