Prime Minister Narendra Modi is expected to hold an all-party meeting to discuss the Jammu and Kashmir delimitation process in New Delhi on June 24, 2021. The center invited 14 key political leaders from Jammu and Kashmir to the meeting, including political heavyweights such as Ghulam Nabi Azad of the Congress, National Conference leaders Farouk Abdullah and Omar Abdullah, and the head of the NDP, Mehbuba Mufti.

Outreach activities have generated speculation about what the prime minister will discuss with political leaders about J&K. Discussions are expected to focus on border delimitation in Jammu and Kashmir and possible planning for assembly elections, which are expected to be held soon in the union.

This is the first time that the center has attempted to contact political parties in J&K since the repeal of Article 370 in 2019 and the division of the former state into two union territories, J&K and Ladakh. Several high-ranking political leaders were put in preventive detention before relocating, including NDP head Mehbooba Mufti and North Carolina President Farooq Abdullah and his son Omar Abdullah. Finally, they were released last year.

Prime Minister Narendra Modi announced last year on the occasion of Independence Day that elections for the assembly will be held in J&K following the completion of the delimitation of the union territory. Delimitation is critical to kick-start the political process at J&K. So what is the Jammu and Kashmir delimitation and why is it being done?

What is Jammu and Kashmir Delimitation?

Delimitation is the act of establishing or altering the boundaries or boundaries of territorial districts (assembly or seat of Lok Sabha) in a country or province that has a legislature, according to the Election Commission.

This process involves dividing the entire country into smaller units in order to run elections smoothly and efficiently and improve governance.

Who is Delimiting India?

Delimitation is carried out by an independent, high-level commission known as the Delimitation Commission, whose rulings have the force of law and cannot be challenged by any court.

How is delimitation done?

The exercise involves changing the boundaries of a congregation or location in the Lok Sabha, which means that this may result in a change in the number of seats allocated to states and union territories in the Lok Sabha, as well as in the Legislature.

How often is the demarcation exercise done?

Delimitation is usually carried out every few years after the census to ensure that there is approximately the same number of voters in each constituency. They were last held in the country between 2002 and 2008, but Jammu and Kashmir did not participate in the exercises at the time.

Parliament adopts the Delimitation Law in accordance with article 82 of the Constitution, and an independent high-level commission known as the Delimitation Commission is established to implement it.
